Contrary to rumours, the 2010 Tour de France will air on OLN.

We have it from reliable sources that OLN will run the Tour starting July 3rd at 8:30am.  However, due to the (football) World Cup, the live feed broadcast will only air each morning (~8:30am to ~11am).  There will not be any nightly prime-time repeats at 8pm.  Weekend coverage will/may consist only of repeats of the previous week. 

Rest Days? There will be no broadcast at all.

An alternative may be to tune into ProTour Live

I have sent OLN a couple of emails  and have received no response.
