The Finance & Administration Manager, working closely with the Chief Executive Officer (CEO) & the Chief Financial Officer (CFO), is responsible for all daily, weekly, monthly and annual activities pertaining to the financial and administrative management of Cycling Canada (CC). The Finance & Administration Manager will ensure that Cycling Canada is compliant with all Federal (where applicable) and Provincial reporting requirements. They will ensure that Cycling Canada is compliant with all other regulatory requirements as they relate to administration and general operations, including but not limited to, human resources, AODA and other relevant legislation and regulations.

Duties and Responsibilities

Finance and Accounting
• Management of all Accounts Payable procedures: Vendor bills, scheduled recurring bills, expense claims, payments related to agreements, etc.
• Maintain Cycling Canada's financial health.
• Management of Accounts Receivable procedures: Customer invoices, scheduled recurring invoices, invoices related to agreements, etc.
• Management of all payment and acceptance methods: Cheques, e-transfers, direct deposits, foreign currency wire transfers, etc.
• Prepare bank deposits.
• Monthly reconciliation of bank and credit card accounts.
• Preparation of monthly and quarterly reports. Actuals against budget with initial variance and year-end projection analysis. Balance sheets. Cash flow.
• Oversee reclassifications and posting of journal entries.
• In coordination with CC staff, facilitate the detailed financial management of Cycling Canada activities.
• Prepare all government and other funding partner reports as required.
• With the input of the Senior Management staff prepare and manage a comprehensive annual budget with CEO, CFO to present to the Board of Directors and ensure that all controls are in place.
• Organize the preparation for, and co-ordination of the annual audit and any other special audits or reviews that may occur from time to time.
• Support CEO, BOD and Senior Management through the CFO in securing funding.
• Coordinate and supervise the financial roles of the High Performance Assistant and the Administrative Assistant.
• Develop and drive improvements and efficiencies to optimize financial management for the organization.
• Support the CFO in delivering Sport Canada Funding reporting (SFAF)
• Ensure CC is able to efficiently and effectively receive funds and allocate them into the appropriate programming areas.

Governance and Operations
• Work closely with the CFO to manage 3rd party relationships as appropriate.
• Work closely with the CFO to manage all other administrative matters including but not limited to leases, insurance, service agreements, etc.
• Record and update Cycling Canada's financial policies and procedures and reflect best practices in the not-for-profit sector.
• Responsible for the generation of tax receipts associated with donation activity.
• Provide support for the CFO in managing the operation of the national office when required.
• Other duties as required.

Human Resources
• Manage payroll and benefits programs through third-party providers.
• Manage employer Registered Savings Program.
• Develop and maintain electronic personnel records.
• Coordinate and assist with the onboarding and orientation of new employees.

Qualifications & Experience

Qualifications include:

• Extensive experience in managing all aspects of the accounting cycle, including payroll and tax reporting.
• Experience in managing day-to-day office administrative tasks and supervising supporting staff.
• Experience working in the not-for-profit / charitable sector preferred.
• Prior experience with a Government funded sport organization preferred.
• Experience working cooperatively within a team-oriented environment.
• Thorough knowledge of legislated business compliance standards and practices.
• Combination of post-Secondary education in bookkeeping/accounting and relevant experience.

Skills and Fit
• Excellent verbal and written communication skills - bilingualism preferred.
• Excellent organizational skills.
• Ability to perform in a fast-paced, changeable environment.
• Dynamic personality with the ability to engage a broad range of stakeholders.
• Proficient in MS Office, Google Docs and QuickBooks Premier.
• Functional knowledge of sharing and project applications such as: Smartsheets, Dropbox, Basecamp, etc.

Working Conditions

• Full time permanent position with benefits.
• Office Environment based in Ottawa.
• Regular Business Hours: 9am-5:00pm.
• Extended hours may be required to meet the needs of the business from time to time.
